Biography: Bruce Mann has been the Head of the Cabinet Office’s Civil Contingencies Secretariat since September 2004. He had previously served as the Secretary to the Butler Committee. He has held a variety of other senior positions in the MOD, including Director General Financial Management, Director of Defence Resources and Plans, and Director of Defence Policy.

Biography In July 2008, Kathy took up a new post within the Civil Contingencies Secretariat as Deputy Director with responsibility for the Local Response Capability. Her roles in this post include leading on the review and implementation of the Civil Contingencies Act, further development of local Recovery and Dam Inundation planning, and taking forward the concept of Community Resilience as outlined in the National Security Strategy published in March 2008.

Prior to this, Kathy worked in Government Office for the North West (GONW) as Head of Regional Resilience for over 3½ years, and Head of Strategy & Communications for 2½ years. In her earlier career, Kathy spent 9½ years working for the Department for Transport and the Highways Agency. .

Summary: Update on how Category 1 and 2 Responders are working to improve their preparedness for major incidents through collaboration on communications interoperability.
Biography Michael Hallowes is Head of Strategic Operations for the National Policing Improvement Agency (NPIA). Responsibilities include leading the Multi-Agency Interoperability Programme and co-ordinating the NPIA’s support to the planning and preparations for the London 2012 Olympics. He is also a programme director for the Association of Chief Police Officers (ACPO) committee on Terrorism and Allied Matters. He has 28 years police service; the first 26 with the Metropolitan Police Service, and half that time as a detective in Specialist Operations and Specialist Crime at New Scotland Yard. In 2005, following the Bichard Inquiry into the murder of the Soham schoolgirls, he was appointed Director of Business Change for ACPO and the Home Office to support delivery of the IMPACT Nominal Index: the first step towards a national database that today enables the 62 UK policing agencies share some 61 million information and intelligence records. Prior to this he was head of “Operation Maxim”, a joint agency task force targeting human trafficking and the wholesale supply of fake identity documents. Before that, he was on loan to the Home Office as operational advisor for international negotiations on the “UN Firearms Protocol” and wrote a book, published by the UN, on tackling the illegal arms trade. He has 11 years experience as a hostage and crisis negotiator and is a member of the cadre of “Negotiator Coordinators”. He is also a graduate of the Australian Institute of Police Management “2008 International Senior Command Program”, plus he is a member of council for the Risk and Security Management Forum.

Presentation: The Fire & Resilience Programme Update – Meeting the Provisions for Major Incidents
Summary: The Fire and Resilience Programme is improving the capability of the Fire and Rescue Service to cope with major incidents. It consists of three projects: New Dimension (providing specialist equipment), FireLink (providing resilient nationwide digital communications) and Fire Control (providing modern resilient control and information systems). Most New Dimension equipment is now in service and most FRSs are using the new radios. Attention is now focused on delivery of the control and data systems.
Biography Ian is a member of the Senior Civil Service and a highly experienced project and programme manager who has spent most of his career managing ship, submarine, communications and IT projects within the Ministry of Defence. He led project teams delivering the Survey Vessels HMS Echo and Enterprise and the Defence HF Communication Service and was most recently responsible for all Logistic IT systems. He is currently responsible for ensuring the integration and coherence of the projects (FireControl, FireLink and New Dimension) making up the Fire and Resilience Programme.

Summary: The arrival of the 21st Century has bought with it fresh challenges for Fire and Rescue Services worldwide. Much work is being done forming new partnerships and firming up existing inter agency relationships designed to meet these challenges.

Initiatives such as Road Traffic Collision reduction teams, Technical Rescue and International search and rescue teams are already making a difference both in the UK and worldwide.

The West Midlands Fire Service is at the forefront of the challenge which is to provide a 21st Century response for the 21st Century challenges.
Biography Vij Randeniya is the Chief Fire Officer of the West Midlands Fire Service.

Born in 1960, Vij graduated with a degree in Modern History in 1981 and joined London Fire Brigade 2 years later. He spent 15 years in London Fire Brigade, serving at some of the UK’s busiest fire stations before moving to Nottinghamshire Fire & Rescue Service as Head of Operations. In 2000, on promotion, he transferred to West Midlands Fire Service as Assistant Chief Officer. In December 2003 he was promoted to Deputy Chief Fire Officer and was made Acting Chief Fire Officer in November 2009. Vij was appointed as Chief Fire Officer of the West Midlands Fire Service in March 2009.

During this time the West Midlands Fire Service has become one of the best performing in the United Kingdom.

In 2006 Vij was awarded an OBE in the Queen’s Birthday Honours list.

Biography Detective Chief Inspector Chris Phillips is the Head of the National Counter Terrorism Security Office. His team works to The Home Office OSCT via ACPO(TAM) and is co-located with the Centre for the Protection of the National Infrastructure.

He has three major responsibilities within the United Kingdom.

1. The protection of Crowded Places within the UK and to reduce the vulnerability of British nationals overseas from the terrorist threat to crowded places and soft targets. The role involves providing Counter Terrorist advice to all business involved in Crowded places including Hotels, Stadiums, Shopping centres, Visitor attractions and Licensed premises.
2. Protecting hazardous sites and dangerous substances. His team works with the business community to make the terrorist acquisition of weapons more difficult, there-by reducing the likelihood of a successful attack on the UK.
3. Supporting the CPNI to Protect the UK’s Critical National Infrastructure.

He has responsibility for training, accrediting, tasking and co-ordinating over 250 Counter Terrorism Security Advisors across the UK.

Biography Ian Quinton is currently Head of Security Architecture and Design within the cross-Agency Olympic Security Directorate.

Ian has served with the Metropolitan Police Service (MPS) and Norfolk Constabulary, performing a variety of uniform and detective posts. He was also staff officer to Her Majesty’s Chief Inspector of Constabulary.

He was appointed to his current role in June 2009 and has lead on developing the Olympic and Paralympic Safety and Security Strategy and national Concept of Operations. He also has responsibility for the Olympic Strategic Safety and Security Risk Assessment that identifies the key risks to the 2012 Games and which informs strategic level decision-making.

Biography Lorraine is Head of Resilience in the Government Office for London (GOL).

Lorraine has worked in GOL since November 2000. She is responsible for the London Resilience Team (LRT) which is a multi-agency team responsible for ensuring London is prepared to deal with the consequences of a wide range of emergencies from terrorist attacks to flooding and swine flu. The team supports the work of the London Resilience Partnership and provides the secretariat for the London Regional Resilience Forum.

Lorraine has experience of working in wide range of areas, particularly in delivery. Lorraine has also previously worked in the Department for Children, Schools and Families and has had a four year secondment outside Government to the Football Association.

Biography Russ Mansford’s name is synonymous with emergency preparedness; his work focusing on the ambulance service’s input to major incident planning throughout England and Wales.

In a career that spans 38 years’ operational expertise in ambulance services – most of it spent in London - Russ has been involved in the management of some of the defining major incidents of recent times. These include the Moorgate tube train disaster of 1975 and the aftermath of the various IRA bombs throughout the 70’s and 80’s, through to the Southall and Paddington train crashes of more recent times.

For many years Russ has been an active member of various influential working groups and committees in the civil contingency field, including the London Resilience Team working on cross-government emergency planning, where he led the work on CBRN (Chemical, Biological, Radiological and Nuclear) resilience planning for London.
In 2004, Russ became the Strategic Ambulance Adviser to the Department of Health in Whitehall, where he is responsible for developing a broad range of specialist ambulance service programmes as part of the Department’s overall health service response to major incidents or hazardous situations. These include directing the implementation of the HART (Hazardous Area Response Team) Programme across all NHS ambulance trusts in England; managing the ambulance service’s links with the British armed forces; the introduction of mobile emergency response incident teams (MERITs); pandemic influenza planning for ambulance services; various projects linked to the security services and all other CBRN-related work streams.

Aside from the strategic side of his role, Russ also has a direct operational role within the Department of Health as part of the response to major incidents both in the UK and abroad where British Nationals are involved. This has so far included such notable events as the December 2004 Tsunami in Asia, the July 2005 terrorist bombings in London and the large-scale floods across Yorkshire and Gloucester in 2007.

Outside of work Russ likes to travel widely, lives near Oxford and is a keen gardener.

Summary: A review of the ambitious Specialist Response Week organised in Hampshire that attempted to address challenges posed by very specialist incidents. The week aimed to bring together expertise in 12 of the most difficult technical areas from trench rescue to national mutual aid. The aim was to learn from each other and share best practice and experience. Delegates should be able to come to a conclusion on the value and future demand for such an event and perhaps offer opinions on the way it should be taken forward.
Biography Peter has served for over 30 years with Hampshire FRS in a wide range of operational and training roles. He is currently responsible for specialist operational response in Hampshire including all New Dimension capabilities, technical rescue, hazmat and overseas operations. Peter is also a UN USAR Team classifier and a Technical, Co-ordination and Assessment 'Expert' as part of the EU Civil Protection system. He is the National Co-ordinator for UK-ISAR and responsible for the international USAR Widley exercises in Hampshire.

Biography Vanessa Spiller joined the BRC as the Head of UK Emergency Planning and Response in May 2008, having spent 25 years in the Royal Navy. She is currently responsible for further developing the BRC’s role as one of the UK's leading voluntary sector emergency response organisations in support of Local Authorities and Category 1 Responders. This year she has been responsible for the development of the BRC's new ER Corporate Strategy, Saving Lives Changing Lives 2010-2015, and the coordination of the BRC's operational response to the swine flu pandemic. She is also the operational manager for the BRC's Psychosocial Teams who deploy with the FCO to provide emotional support for UK Citizens in crisis abroad.

Presentation: Responding to the H1N1 Pandemic - Did it all Work?The Preparation & Response to Swine Flu
Summary: Extensive preparations for an influenza pandemic were undertaken by all parts of the UK since 2004. These plans, however, were based on a worst-case scenario assuming the new virus to have H5N1 avian influenza characteristics.

In late April the wrong virus came from the wrong direction and had probably been present in Mexico since early March. Initially, the disease due to the new H1N1 virus was thought to be severe and a precautionary approach was taken. Our plans worked. We soon learned that the disease appears to be mild in most people and affects mainly school age children. Our response should be considered as a practice run, the winter flu season will be upon us when this conference takes place.
Biography Professor Nigel Lightfoot CBE is Chief Advisor on Emergency Preparedness at the Health Protection Agency, and leads on pandemic influenza, emerging health threats and emergency response and international working in these areas. He was trained as a consultant medical microbiologist.

He served in the Public Health Laboratory Service from 1982-2002 when he was appointed to the Department of Health as Head of CBRN training and scenario development where he developed the first health led multi-agency exercises for CBRN preparedness, and as Director of Emergency Response he set up the Emergency Response Division of the Health Protection Agency from its inception in 2003 until 2006.

He was a non-executive Director of the Centre for Applied Microbiology and Research, Porton Down, from 1994 to 2003.

He has enormous experience in biological warfare defence, he was responsible for the development of medical countermeasures in the Royal Navy becoming the Navy’s consultant medical microbiologist in 1979, and on leaving has continued as consultant advisor. During the Gulf War in 1991 he developed methods for the detection of BW agents in water and since that time has directed a research project to develop rapid methods, now available to the water industry. This has built on his wide experience in water and public health where he has published many papers and co-ordinated 4 EU projects. He has carried out several research projects on anthrax and tularemia In 1995 he joined a DH working group to develop guidance on responding to the deliberate release of chemical and biological agents. He then implemented the PHLS Deliberate Release Team, a multi agency group that produced the public health guidance on biological terrorism agents.

He is a member of the Defence Service Advisory Council, CBRN Board, a body that examines and informs MOD research in this area. He was also appointed by Secretary of State for Defence to the Advisory Group on Medical Countermeasures; this body advises on medical countermeasures to defend against chemical and biological weapons. As expert advisor to the Chief Medical Officer he has made significant contributions to the Global Health Security Network of the G7 group nations where he is co chair of the Risk Management and Coordination Working Group. He leads the Early Alerting and Reporting project for CBRN events. He is expert adviser to the FCO Arms Control Department and contributes to policy in the control of terrorist threats. He is a member of the Royal Society’s Working group on detection and decontamination of chemical and biological agents. He has sat on the government’s expert Inquiries into anthrax vaccine, quarantine of birds and the Foot and Mouth disease outbreak in Pirbright.

Professor Lightfoot was appointed CBE in the 2009 New Year’s Honours List for services to public health.

Biography Prof. Still has lectured at the Emergency Planning College since 1999 and developed the Crowd Dynamics materials, workshops and contributed to several of the safety courses.

Keith is the Founder and CTO of Crowd Dynamics Limited, an international consultancy advising on crowd safety during normal and emergency situations. Current projects include the development of Myriad - an assortment of safety analysis tools and techniques used around the world for modelling crowd dynamics and dynamic risk assessment software for event planning.

He was made a Fellow of the Institute of Mathematics and its applications (FIMA) in late 2007 and is a visiting Professor at the Centre for Crowd Management and Security Studies (Bucks New University)

Summary: The GDS is now in the Food and Environment Research Agency (Fera) and is part of the Emergency Response and Recovery Programme. Fera has within this offering a Contingency Response Team able to offer an analytical service to identify CBRN materials, the GDS and access to various other service which may be of use to Emergency Planners and the Emergency Services. The presentation would include how we have improved the GDS since becoming part of the Food and Environment Research Agency. Part of the presentation would focus on the additional services and include an example. The understanding of incidents worked on would be explained and where relevant an update on Polonium and Anthrax incidents from 2006/07 would be given.
Biography Nigel heads the Emergency Response and Recovery Programme in the Food and Environment Research Agency. He was previously Deputy Chief Executive in the Government Decontamination Service. Before that he was in the private sector and with HM Customs and Excise.

Summary: The voluntary sector has an important role to play in supporting Category 1 & 2 Responders. ShelterBox is a Rotary International supported project that provides a service which within the UK/EU can support rest centres or similar ‘at no cost’ currently and is aiming to ensure that all the relevant Authorities/Organisations are aware of the 'post disaster' role that we can play.
Biography Mervyn served in Cornwall and the West Midlands Fire & Rescue Service's and retired in March 2007 with the role of Area Manager.
He spent the four previous years seconded to the UK Maritime & Coastguard Agency (MCA) as Project Manager for the national 'Firefighting at Sea' project.
This project involved cross governmental initiatives including fire service ‘New Dimensions’ work streams and Ministry of Defence helicopter SAR capabilities.

He became directly responsible for the development and introduction of many of the national FRS maritime standards now in use by UK coastal Fire & Rescue Services.

The MCA/FRS ‘Maritime Incident Response Group’ (MIRG) strategy was launched by the Secretary of State for Transport in April 2006.

Mervyn now acts as a volunteer and consultant to the Cornwall based disaster relief organisation, ShelterBox, and is developing their role in supporting UK and EU resilience.

Biography John Harrison is the project manager of the National Resilience Extranet. Prior to this he worked at Leeds City Council in the Emergency Planning Unit where he co-ordinated the team's ICT and resource management projects. In a previous life he spent five and a half years as an officer in the Royal Navy; his last appointment was as an Operations Officer of a Sandown class minehunter.

To achieve this even greater commitment, energy, vision and resource are required. Two initiatives being taken forward in Birmingham is a commitment to even greater partnership working and an understanding that Birmingham will never be truly resilient until it has resilient communities.
Biography Following a successful military career Steve has been a professional Emergency Planning & Business Continuity professional for several years. Steve’s journey through the resilience profession has seen him working in rural, industrial and coastal locations culminating with him heading the new and ground breaking Birmingham Resilience Team, a multi agency team with responsibility for multi-agency resilience planning arrangements for the nations second city. Steve has led the Birmingham City Council (and previous Local Authority employers) emergency response and support to the emergency services through various incidents and it is these experiences that have shaped his thinking on how multi-agency resilience planning should move forward.
